Spotify's recent updates have significantly changed the library menu, most recently with the addition of an "Only You" functionality. However, the most recent Spotify for Android update appears to hide downloaded playlists from the display.
This week, the official Spotify Support account on Twitter responded to a few user complaints about playlists disappearing from the library page. PiunikaWeb also discovered instances of the issue in recent Spotify reviews on the Google Play Store.
However, there is plenty of good news here. For one thing, the issue does not appear to be impacting all users. Even better, Spotify is aware of the problem and is working on a solution as we speak. It's unclear whether the patch will involve another app update or a server-side change, but impacted Spotify users on Android should now see downloaded playlists in their library tab.
Hey, we're sorry to hear that. We'll pass your feedback on to the right folks. As for your issue with your downloaded playlists, the relevant team is working on a fix. If there's anything else we can help you with in the meantime, let us know /RM

In the meantime, the only solution is to manually search for downloaded playlists rather than using the tab to access them. Collections that have recently been played may also display on the home tab.
