Major shift in the transport sector: Introduction of smart tachograph 2 across the European Union by 2025

The European Union's transport sector is on the verge of a significant transformation with the mandatory introduction of the Smart Tachograph 2, marking a new era for vehicular regulation and compliance. Starting from August 21, all newly registered vehicles are required to be equipped with this advanced generation of tachograph, a directive that ushers in a crucial phase for vehicles currently outfitted with older versions.

New functionalities and enforcement

Beyond the traditional enforcement of driving and rest times, the Smart Tachograph 2 is set to play a pivotal role in regulating cabotage and the posting of workers, incorporating novel functionalities to aid this process. The European Commission has recently passed an implementing regulation outlining the transitional measures for the rollout of this new tachograph, which has been duly published in the Official Journal of the European Union.

Retrofit: A compulsory step by 2025

The year 2025 is earmarked as a watershed moment for the transport industry, with a mandate that all tachographs in internationally operating vehicles must be upgraded—a process known as the "retrofit". From January 1, 2025, vehicles equipped with an analogue or digital tachograph will need to have a Smart Tacho 2 installed. Vehicles that are currently equipped with a Smart Tacho 1 have a slightly later retrofit deadline, set for August 19, 2025. Moreover, starting July 1, 2026, all internationally operating vehicles with a total weight of over 2500 kg must be fitted with a Smart Tacho 2.

Transition tachograph and future updates

Interestingly, the Smart Tacho 2 will initially serve as a "transition tachograph", mainly because the OSNMA-authentication—a supplementary security signal—is still under testing. This signal enhances the security for the Galileo satellite signal that records the vehicle's position. While no software update is required immediately once the OSNMA signal becomes operational, the European Commission has left the possibility open for mandatory future updates. Thanks to efforts from the Netherlands, additional costs for businesses have been averted by not making this update compulsory for the time being.

With the introduction of Smart Tacho 2 and the associated retrofit challenges, it's crucial for transport companies to stay informed about the latest developments. By acting proactively and making the necessary preparations, businesses can adapt to the new regulations and ensure a smooth transition to the new generation of tachographs.
