Step 1. Manually Enable the File Service on Windows

Enabling the FCS on your Windows can help terminate the QuickBooks FCS service disabled error.

  1. From the Windows Start menu, right-click on the Computer icon and select Manage.
  2. Select Services and Applications and click on the Services option in the right corner.
  3. Double-click on the Intuit QuickBooks FCS option and go to the General tab.
  4. Select the Start-Up Type as Manual and hit the Apply button.

This step is for Windows Vista, 7, 8, or 10 users. For other Windows users, refer to their specific steps.

Step 2. Use the Admin Login and Update QuickBooks Desktop

Firstly, right-click on the QB icon and log in to the application as an admin. Then, update the QuickBooks Desktop in the following manner –

  1. Hold the Ctrl key to open the No Company Open window and go to the Help menu.
  2. Choose Update QuickBooks and click on Mark All on the Options tab.
  3. Click on Reset Update and select Get Updates to download the recent updates.
  4. Rerun QuickBooks and select Update Now to install the downloaded updates.
  5. Once done, try updating the payroll function and see if the error 15241 is resolved.

Step 3. Download Updates to Upgrade the Payroll Tax Table 

Install the latest updates and upgrade your payroll tax table to get rid of the QuickBooks error 15241.

  1. Go to the QuickBooks Employees menu and find the Get Payroll Updates option.
  2. Click on it and tick-mark the Download Entire Update checkbox.
  3. Select Download Latest Update and let the download complete. Once done, you will get a pop-up message, click OK and run QuickBooks again.
