    Choose the Local Security Settings option and select Software Restrictive Policies to look for the Policy Node and right-click on it. 
    Click on New Software Restriction Policy and double-click the Enforcement Option to go to the Properties window and select All Users except Local Administrators, followed by hitting OK.

Solution 2 – Deactivate the Non-Admin Prohibition from the Run Window 

You need to turn the non-admin prohibition off to run the installation process smoothly. 

Press the Windows + R keys to access the Run window and type gpedit.msc in the search bar to select Local Group Policy Editor.
From the appeared window, select Local Computer Policy and visit the Configuration tab to choose Windows settings and select Admin Templates.
Double-click Windows Components and choose Windows Installer to go to the Applying Vendor-Signed Updates option, and double-click Prohibit Non-Admins.
Turn the slider to the Disabled option and restart the PC to run the QB installation process again.
